A Howl-O-Ween dog costume contest on car-free Washington Street starts the day at 2pm, then the March to the Arch parade at 3pm leads to a party under the Dumbo Archway with music, crafts and a free photobooth. More than 60 shops hand out candy from 3 to 7pm, and drinks are sold at the Archway Bar.
